External statistics revision

A regular annual revision of these indicators for previous periods has been made in the course of compiling the balance of payments and international investment position statistics for the second quarter of 2026 with the aim of further improving their scope, coverage and quality. In accordance with the revision policy for national account statistics this comprehensive revision is carried out once a year, at the end of the third quarter when releasing the second quarter data, and covers an unlimited number of previous periods, depending on the available changes in data sources.

The most important improvements to the already published indicator time series within the scope of this revision are the following:

  1. the supplementation of the stocks and transactions of foreign direct investments for those reporting units that are not covered by routine statistical survey on foreign investments with the data from annual financial statements of foreign-controlled enterprises that are collected by FINA;
  2. a more accurate distribution of income of residents that is generated abroad within the framework of the primary and secondary income of the balance of payments by type of income, based on administrative sources of the Tax Administration of the Ministry of Finance of the RC;
  3. inclusion in the balance of payments of new types of expenditure from the import of services based on the data from the One Stop Shop (OSS) system of the Tax Administration of the Ministry of Finance of the RC relating to the electronically supplied services by non-residents to end consumers in Croatia;
  4. inclusion of the impact assessment of illegal economy on balance of payments expenditure in the goods sub-account (goods imports);
  5. regular periodic revision of the c.i.f./f.o.b. coefficients for estimating expenditure related to the transport and insurance of goods imports;
  6. inclusion of the estimated tourist rental income of non-resident real estate owners in the RC within the framework of expenditure in the primary income account;
  7. improvement in the assessment of deposit balances of the resident enterprises and the household sectors in accounts abroad within the framework of the statistics of the international investment position.

Other changes pertain to regular corrections and additions to the existing data sources.

The said revision provided for a more comprehensive scope and better alignment of the balance of payments and international investment statistics of the RC with international statistical standards.

The net errors and omissions in the balance of payments remained very low, totalling only EUR –338.6m in the period 2013–2025, compared with EUR 318m before the revision.
